The Council for Community and Economic Research (C2ER) is an organization of economic development and research professionals.
Heading into its 2013 conference, C2ER recognized a problem experienced by many of its members: the ability to conduct a straight-forward spatial analysis is encumbered by cost or bureaucracy. The organizations many analysts work for were either too small to afford an expensive proprietary GIS software suite; or, it was big enough to “do GIS,” but all that work had to be funneled through the GIS person/team.
